Most law enforcement rifle evaluations begin with the same two numbers: accuracy and price. They are easy to compare, easy to put into a spreadsheet, and useful for narrowing a field of candidates.
The problem starts when those numbers become the decision instead of the starting point. A published sub-MOA guarantee tells an agency what a rifle is capable of under defined conditions, but it does not answer how that rifle will behave with department ammunition, after storage, or across the officers who may be expected to use it.

Ammunition should be treated the same way. Accuracy guarantees are usually established with loads selected because they perform well in the rifle, while departments may issue bonded or other duty ammunition chosen for reasons beyond pure group size.

The evaluation should use the ammunition the agency actually expects to stock. If a second load is under consideration, both should be tested under the same conditions before either decision is finalized.
Storage matters when it reflects actual deployment. A rifle that spends long periods in a vehicle should be checked for repeatable zero and function after exposure to the temperature swings that come with that environment.
Distance should also reflect the department’s mission rather than the convenience of a 100-yard range. An urban tactical team may have different requirements from a rural agency or a unit responsible for large-venue overwatch.
The most accurate .308 rifle for a department is not necessarily the one that prints the smallest group during one controlled test. It is the one that keeps producing predictable results under the conditions the agency actually expects to encounter.
Fit Has To Work Across The Unit
Mechanical accuracy means less when the rifle does not fit the officer behind it. A stock or chassis that positions one shooter naturally behind the optic may force another into a compromised position.
Length of pull and cheek position deserve particular attention because both affect how consistently an officer can establish the same shooting position. Adjustments should also be practical enough that routine fit changes do not require an armorer every time a different authorized user picks up the rifle.
Mission profile changes the importance of weight and overall dimensions. A rifle used mainly from established overwatch positions has different handling demands from one that may be carried by an officer moving with a tactical team.
That is why the evaluation should include several intended users rather than one favored shooter. The department’s trained precision marksmen should remain central to the accuracy testing, but officers of different sizes can expose ergonomic problems that one shooter may never encounter.
The department is evaluating a unit platform, not building a personal rifle for the person running the test.
Evaluate The Rifle You Will Own In Year Eight
The purchase price is paid once. Parts availability and maintenance continue for as long as the rifle remains in service.
A department should know how replacement parts are obtained before it commits to a platform. Factory service procedures matter too, especially if the rifle has to leave the agency every time a major component needs attention.
Barrels deserve specific consideration because they are wear items. Even a .308 barrel with a long service life will eventually need replacement in a department that trains regularly, so the cost and process should be understood before a fleet purchase is made.
Maintenance requirements should match the resources the agency actually has. A department with dedicated armorers can support a different maintenance model from a smaller organization where the rifle receives most of its attention from the assigned operator.
Configuration flexibility also matters over a long ownership cycle. Mission requirements change, and a platform that can accept approved changes in barrel length or chassis configuration may remain useful longer than one that forces the agency into a new purchase when the role shifts.
Lead time belongs in the same discussion. Build-to-order rifles can give an agency more control over the final configuration, but delivery schedules need to be known before budgets and training calendars are built around them.
Structure The Evaluation So The Results Mean Something
Candidate law enforcement rifles should be tested under comparable conditions. If one rifle gets a different ammunition load or a different distance, the resulting comparison becomes much harder to interpret.
Whenever possible, shoot competing platforms close enough together that the environmental conditions remain similar. Record who fired each group, which ammunition was used, and what the conditions were at the time.
Cold-bore impact should be tracked separately from aggregate group size. That makes it easier to identify a repeatable tendency rather than overreacting to one unusually good or poor target.

Agencies should also ask manufacturers what evaluation or demonstration options are available. The response can provide useful information about how the company handles agency customers before the purchase is made.
Good documentation does more than improve the technical decision. A recommendation presented to command staff, a purchasing authority, or a budget committee is easier to defend when it is backed by repeatable agency testing rather than preference.
